Case Study
Structuring a 150 MW Solar IPP in Zambia
Intro
How a utility-scale solar project was advanced from site feasibility to a bankable PPA framework
Project was developed to support Zambia’s transition from hydro-power dependence toward a more diversified renewable energy mix. The project involved a planned 150 MW solar PV plant in Serenje, Central Province, with land secured across two sites totaling 350 hectares, and a proposed grid connection to the Pensulo substation
We supported the project by reviewing the feasibility case, site selection, regulatory pathway, grid connection considerations, permitting requirements, and commercial structure with ZESCO as the preferred offtaker. The work also considered solar resource potential, access to road and rail, environmental requirements, and key approvals from energy and environmental authorities.
The project was advanced into a bankable power purchase framework, with the PPA signed between Zambia Developer as Seller and ZESCO Limited as Purchaser. The PPA established the commercial basis for sale and purchase of electricity, including a 50 MW contracted capacity, 25-year term, performance requirements, tariff structure, metering, commissioning, deemed generation, and risk allocation provisions.

From Challenge to Bankable Solution
Challenge
Zambia’s power system had long depended on hydropower, creating vulnerability during drought and low-water periods. The project needed to establish whether a large scale solar plant in Serenje could support energy diversification, grid supply, and private-sector participation.
Solution
We supported the feasibility review, site appraisal, grid connection assessment, permitting pathway, regulatory review, and offtake positioning with ZESCO. The analysis confirmed positive project fundamentals, including solar resource, land availability, road and rail access, and proximity to grid infrastructure.
